How to Recover Deleted Video Messages in Telegram
Short answer
A deleted round video cannot be brought back from Telegram itself: once removed, it is gone from the chat, from the chat export and from anything support can reach. The only thing that works is a copy saved in advance, before the deletion. Then the video message comes back as two messages: a card saying who sent it and when, followed by the round video itself.

The app cache won’t help either. People sometimes suggest “looking in the phone cache”: for a video message you already watched, the file may indeed have settled in the app’s working folders — but that is a lottery, the cache clears itself, and it is not something to rely on. Telegram usually removes the local copy after a deletion as well.
⚠️ Separately: any service promising to “recover video messages by phone number” or asking for the code from an SMS is a scam. That code is enough to take over the account entirely.

Only one approach works — saving incoming messages before they are deleted.

If nothing was deleted and the round video simply won’t record
Sometimes “my video messages disappeared” means something else entirely: what disappeared is not the recording but the button.
